TITLE I
THE GOVERNMENT OF THE PRINCIPALITY
Provision 1. The Government
The Government of the Principality shall be constituted by the Prince and the Council of State, acting under the authority of the Crown.
Provision 2. Source of Authority
The Prince is the source of the legitimacy, power and authority of the Government of Carmont. All governmental authority exercised by Ministers, Ministries and Government officers shall derive from the Prince and shall be exercised in accordance with the Constitution and laws of the Principality.
Provision 3. Final Authority
The Prince shall have the final authority in all matters of Government, subject to the Constitution and laws of Carmont.
TITLE II
THE COUNCIL OF STATE
Provision 1. Establishment
There shall be a Council of State consisting of the Ministers of the Crown appointed by the Prince.
Provision 2. Chairmanship
The Prince shall be Chairman of the Council of State and shall preside over its meetings. The Lord Chancellor shall organise the business of the Council and assist in the administration of Government.
Provision 3. Functions
The Council of State shall advise the Prince and assist in the administration of the Principality. The Council may consider matters of Government and make recommendations to the Prince.
Provision 4. Authority of the Prince
The Prince may accept, reject, amend or otherwise determine any recommendation or decision of the Council, except where the Constitution or law expressly provides otherwise.
TITLE III
MINISTERS OF THE CROWN
Provision 1. Appointment
The Prince shall appoint such Ministers of the Crown as he considers necessary for the Government of the Principality.
Provision 2. Principal Ministers
The principal Ministers of the Crown shall include:
The Lord Chancellor;
The Lord Treasurer; and
The Lord Justice.
The Prince may establish such additional ministerial offices as he considers necessary.
Provision 3. Ministerial Authority
Ministers shall administer the affairs entrusted to them under the authority of the Prince and shall advise the Prince concerning matters within their responsibilities.
Provision 4. Dismissal
The Prince may dismiss any Minister from office at his discretion.
Provision 5. Resignation
A Minister may tender his resignation to the Prince. A resignation shall take effect upon its acceptance by the Prince.
TITLE IV
MINISTRIES AND GOVERNMENT OFFICES
Provision 1. Establishment
The Prince may establish such Ministries, Government Offices and other bodies of the executive government as he considers necessary for the administration of the Principality.
Provision 2. Organisation
The Prince may alter, combine, divide, rename, transfer or dissolve any Ministry or Government Office.
Provision 3. Ministerial Responsibility
Each Ministry shall operate under the authority of the Crown and shall be administered by the Minister appointed to oversee it.
Provision 4. Functions
The functions and responsibilities of Ministries and Government Offices shall be determined by the Prince, by law, or by such lawful instrument as may be issued under the authority of the Crown.
TITLE V
DIRECTORATES OF THE PRINCE
Provision 1. Directorates
The Prince may issue Directorates for the direction and administration of the Government and Ministries.
Provision 2. Authority
A Directorate issued by the Prince shall have such force and effect as is provided by the Constitution, this Statute or the Directorate itself, and shall be binding upon the Government authorities to which it applies.
Provision 3. Administration
Ministers and Government officers shall give effect to lawful Directorates issued by the Prince.
TITLE VI
DELEGATED AUTHORITY
Provision 1. Delegation
The Prince may delegate such executive and administrative authority to Ministers, Government Offices or other officers as he considers appropriate.
Provision 2. Retention of Authority
The delegation of authority shall not constitute a transfer of the sovereign authority of the Crown. The Prince may alter, restrict or withdraw any authority delegated by him.
Provision 3. Ministerial Responsibility
Every Minister shall remain responsible to the Prince for the exercise of the authority entrusted to them.
TITLE VII
GENERAL AND FINAL PROVISIONS
Provision 1. Constitutional Supremacy
Nothing in this Statute shall be interpreted as limiting the constitutional authority or Prerogative of the Prince except where the Constitution expressly provides such a limitation.
Provision 2. Good Administration
The Government shall conduct the affairs of the Principality with diligence, integrity and due regard for the Constitution and laws of Carmont.
Provision 3. Commencement
This Statute shall enter into force upon receiving the assent of the Prince and shall remain in force until amended or repealed in accordance with the Constitution.
