TITLE I
PRELIMINARY PROVISIONS
Provision 1. Short Title of the Act
This Act may be cited as the Citizenship Statute 2026.
Provision 2. Purpose
This Statute establishes the manner by which citizenship of the Principality of Carmont may be acquired, exercised, renounced or revoked, and provides for the administration of citizenship under the authority of the Crown.
Provision 3. Constitutional Supremacy
Nothing in this Statute shall be interpreted or applied in a manner contrary to the Constitution of the Principality of Carmont.
TITLE II
ACQUISITION OF CITIZENSHIP
Provision 1. Citizenship by Application
Citizenship of Carmont shall be acquired by application and subsequent admission by the Prince.
No person shall become a citizen merely by expressing an intention to do so, participating in the Carmontian community, or associating with the Principality.
Every person seeking citizenship shall submit an application in the form prescribed by the Crown.
Provision 2. Eligibility
Any person who genuinely wishes to become a citizen of Carmont may apply.
An applicant shall provide such information as is reasonably required for the consideration of their application.
An applicant shall confirm that they have read and understood the Constitution of the Principality.
Submission of an application shall create no entitlement to citizenship.
Provision 3. Citizenship Applications
Applications for citizenship shall be submitted to and received by the Prince, or by such officer as the Prince may designate for their receipt on his behalf.
The Prince shall consider every application for citizenship.
The Prince may request such further information as he considers necessary for the proper consideration of an application.
TITLE III
GRANT OF CITIZENSHIP
Provision 1. Princely Authority
The Prince shall possess the authority to approve or refuse an application for citizenship.
In considering an application, the Prince may have regard to the character, intentions and conduct of the applicant, their understanding and acceptance of the Constitution, and the interests and good order of the Principality.
The Prince's decision shall be final, subject to the Constitution.
Provision 2. Admission to Citizenship
Where an application is approved, the applicant shall be notified and shall complete the citizenship declaration prescribed by the Crown.
Citizenship shall take effect upon the applicant's completion of the required declaration and formal admission by the Prince.
The form and procedure of admission may be prescribed by the Crown.
Provision 3. Declaration of Citizenship
Before admission, an applicant shall declare their allegiance and loyalty to:
a. His Highness the Prince of Carmont and his lawful successors;
b. the Principality of Carmont; and
c. the Constitution and laws of Carmont.
The Crown may prescribe the form of the declaration, provided that its substance remains consistent with this Statute and the Constitution.
TITLE IV
RIGHTS AND DUTIES OF CITIZENS
Provision 1. Rights of Citizens
Citizens of Carmont shall enjoy the rights and liberties guaranteed to Subjects under the Constitution and such additional civic rights as may be established by law.
Provision 2. Duties of Citizens
Every citizen shall:
a. remain loyal to the Principality and the Crown;
b. respect the Constitution and laws of Carmont;
c. respect the rights and liberties of fellow Subjects; and
d. conduct themselves in a manner consistent with the peace, good order and dignity of the Principality.
Provision 3. Allegiance
Citizenship constitutes an allegiance to the Crown and the Principality. Such allegiance shall continue upon the succession of a new Prince.
Nothing in this Provision shall restrict any right or liberty guaranteed by the Constitution.
TITLE V
HONORARY CITIZENSHIP
Provision 1. Honorary Citizenship
The Prince may bestow honorary citizenship upon a foreign sovereign, head of state, government official, dignitary or other person whom he considers deserving of such distinction.
Honorary citizenship shall be conferred by the Prince as an honour of the Principality and shall not require the ordinary application process.
The Prince may determine the privileges and ceremonial status attached to honorary citizenship, provided that such privileges do not conflict with the Constitution or laws of Carmont.
Honorary citizenship shall not, unless expressly provided by law, confer the ordinary civic rights or duties of Carmontian citizenship.
Provision 2. Revocation of Honorary Citizenship
The Prince may revoke honorary citizenship at his discretion.
TITLE VI
RENUNCIATION AND REVOCATION
Provision 1. Renunciation
A citizen may renounce Carmontian citizenship by submitting a written declaration to the Crown.
Renunciation shall take effect upon acceptance and registration by the Crown.
Renunciation shall not extinguish any lawful obligation incurred before its effective date.
Provision 16. Revocation for Fraud
Citizenship obtained through deliberate fraud, material deception or knowingly false information may be revoked by the Prince.
Provision 2. Revocation in Exceptional Circumstances
The Prince may revoke citizenship where a citizen has committed a grave and deliberate act against the Principality or where their continued citizenship is demonstrably contrary to the fundamental interests of Carmont.
Such power shall be exercised only in exceptional circumstances and in accordance with the Constitution.
Provision 3. Protection from Arbitrary Revocation
Citizenship shall not be revoked merely because a citizen has criticised the Prince, the Government, the Estates-General or any lawful policy or institution of the Principality.
TITLE VII
ADMINISTRATION AND RECORDS
Provision 1. Register of Citizens
There shall be maintained an official Register of Citizens recording persons lawfully admitted to Carmontian citizenship.
The Register shall be maintained under the authority of the Crown by the Lord Chancellor or such officer as the Prince may designate.
Provision 2. Citizenship Records
Citizenship records shall contain only such information as is reasonably necessary for the administration of citizenship and shall be treated with appropriate confidentiality.
Personal information shall not be publicly disclosed except with the consent of the citizen or where authorised by law.
Provision 3. Certificates of Citizenship
A citizen may be issued an official Certificate of Citizenship following their admission.
The form and design of the certificate shall be determined by the Crown.
A Certificate of Citizenship shall serve as evidence of citizenship but shall not itself constitute the source of citizenship.
Provision 4. Administrative Authority
The Prince may delegate the ordinary administrative functions of citizenship to a minister or officer of the Crown, provided that the Prince retains his constitutional authority over the admission and revocation of citizenship.
TITLE VIII
FINAL PROVISIONS
Provision 1. Regulations
The Crown or Council of State may make such regulations as are necessary for the administration of this Statute, provided that such regulations are consistent with the Constitution and this Statute.
Provision 2. Commencement
This Statute shall enter into force upon receiving the assent of the Prince and shall remain in force until amended or repealed in accordance with the Constitution.
